A story making the rounds claims Ethereum's Shanghai hard fork "just completed its final testnet deployment," sending ETH up 3%. The event is real — the date is not. Shanghai's final testnet run happened on March 14, 2023, on the Goerli test network, and the upgrade went live on Ethereum mainnet four weeks later, on April 12, 2023. Nothing about it is recent news. What the episode does offer, three years on, is one of the cleanest case studies in how Ethereum ships a consequential upgrade — and why the network's staking economy looks the way it does today.

The Real Timeline: March 14, 2023, Not 2025

At 10:26 UTC on March 14, 2023, the Shanghai upgrade — bundled with its consensus-layer counterpart Capella and nicknamed "Shapella" — triggered on Goerli at epoch 162,304. According to CoinDesk's reporting from that day, Goerli was the last of three test networks to rehearse the fork and the most closely watched of them: it had the largest validator set and mimicked real Ethereum activity better than any other environment. It was also the final chance for staking providers to confirm that withdrawals of staked ether would process correctly before real money was on the line.

The stakes were unusually high. Validators had been locking ETH into the Beacon Chain since December 2020 with no way to get it back. By the time of the Goerli test, roughly 17.6 million ETH — worth more than $30 billion at the time — sat locked, waiting on this one upgrade.

A Bumpy but Useful Dress Rehearsal

The test did not go perfectly. Validator participation stood at just 29% when the fork triggered — unusually low for Ethereum — and the chain took longer than normal to finalize. Ben Edgington, then working on the Teku consensus client, told CoinDesk the weak turnout was likely due to validator nodes not upgrading in time for the fork. Cointelegraph reported that finalization took 15 epochs because participation had fallen below the two-thirds threshold the network needs to operate normally.

Core developers were largely unbothered. "Deposits are being processed, but it seems like several validators haven't upgraded," Ethereum core developer Tim Beiko said at the time, while researcher terence.eth called the episode "a good stress test," attributing the delays to offline operators rather than software flaws. Testnet validators have little incentive to stay online, since testnet ETH holds no value. Two days later, on their regularly scheduled call, developers moved to lock in the mainnet date.

What Shanghai and Capella Actually Shipped

The Ethereum Foundation's official Shapella announcement scheduled mainnet activation for epoch 194,048 — 22:27:35 UTC on April 12, 2023 — and listed the execution-layer changes bundled into Shanghai:

  • EIP-4895: Beacon chain push withdrawals as operations — the headline feature, letting validators pull staked ETH and accumulated rewards back to the execution layer.
  • EIP-3855: the PUSH0 instruction, a small efficiency improvement for smart contracts.
  • EIP-3651: Warm COINBASE, trimming gas costs in certain transactions.
  • EIP-3860: limits and metering for contract initcode.
  • EIP-6049: a formal deprecation warning for SELFDESTRUCT, with no behavior change at the time.

On the consensus side, Capella introduced full and partial validator withdrawals plus BLSToExecutionChange messages, which let validators with older credentials switch to withdrawal-capable ones. The announcement also named the minimum client versions node operators needed to run, from Lighthouse and Prysm to go-ethereum and Nethermind.

Mainnet Activation: April 12, 2023

Shapella activated on mainnet at 22:27 UTC on April 12, 2023, and the chain finalized about 15 minutes later. Per CoinDesk's coverage of the launch, some 285 withdrawals totaling about 5,413 ETH — roughly $10 million at the time — were processed within the first half hour. With more than 18 million ETH staked and around 1.1 million ETH in rewards immediately eligible for withdrawal, the upgrade completed Ethereum's multi-year transition to proof of stake that began with the Merge.

Vitalik Buterin marked the moment on a livestream: "we're in a stage where the hardest and fastest parts of the Ethereum protocol's transition are basically over," he said, pointing to scaling as the network's next priority.

About That "3% Price Pop"

Price claims are where recycled stories tend to fall apart. Cointelegraph's testnet coverage pegged ETH at $1,841.43 when it published on March 15, 2023 — but that week also brought a US banking crisis and a fresh inflation print, so pinning any single move on a testnet fork is guesswork. On the day the upgrade actually reached mainnet, CoinDesk reported ETH's price was largely unchanged. The long-feared "unlock dump" never arrived either: exits were rate-limited to roughly 2,200 validators per day, about 0.4% of all staked ETH, and by early May 2023 staking deposits were again outpacing withdrawals.

Where Ethereum Stands Today

Shanghai turned out to be a hinge point. Removing the one-way-door risk from staking made locking up ETH far more attractive, and the network has kept shipping on a roughly twice-yearly cadence since. Per ethereum.org's official fork history, three major upgrades have followed:

  • Dencun (March 13, 2024): introduced blob transactions via proto-danksharding, sharply cutting data costs for layer-2 rollups.
  • Pectra (May 7, 2025): raised the maximum effective balance per validator from 32 ETH to 2,048 ETH, letting large operators consolidate validators.
  • Fusaka (December 3, 2025): activated PeerDAS, which lets validators verify small samples of rollup data instead of downloading all of it.

Next in line are Glamsterdam and, after it, Hegota — both still listed without confirmed dates on Ethereum's official timeline.

The takeaway for readers is simple: if a headline dates Shanghai's final testnet deployment to anything other than March 2023, it is recycled news wearing a fresh timestamp. The upgrade's real record — a rocky rehearsal, an uneventful launch, and a sell-off that never came — says more about how Ethereum actually works than the fiction does.
